How Hawaii Battery Permits Work
Hawaii is divided into four counties โ Honolulu, Maui, Hawaii County (Big Island), and Kauai. Each county has its own Department of Planning and Permitting (DPP). Hawaii adopted the 2018 IBC and 2017 NEC. The Honolulu DPP handles the majority of state permits and is known for slow processing times due to high volume.
The Permit Process
Honolulu DPP requires permits through their online ePlans system. A Registered Architect or Professional Engineer must stamp drawings for projects exceeding certain thresholds. Hawaiian Electric's Smart Export tariff (replacing NEM in 2024) has made battery storage a near-requirement for new solar customers, driving permit volume significantly. HECO interconnection applications take 4โ8 weeks.
Documents Required
Required: permit application, PE-stamped single-line diagram (Honolulu), UL 9540 spec sheets, Hawaii licensed electrical contractor (DCCA Electrical C-13 license), site plan with dimensions. Hawaii is the most documentation-intensive state for residential battery permits.
