Tesla sells Powerwalls through two channels: direct Tesla Energy sales with Tesla-employed installers, and a network of Tesla Certified Installers (third-party contractors trained and certified by Tesla). In both cases, the installer handles permit filing as part of the installation package in most U.S. markets.
What "handles permitting" actually means in practice:
- The installer prepares all required documentation (single-line diagram, site plan, equipment spec sheets)
- The installer submits the permit application and pays the permit fee (then charges it back to you in the project cost)
- The installer schedules the inspection and is present (or available) when the inspector arrives
- The permit is issued in your name as the property owner — you are the permit holder
The distinction matters: if something goes wrong — installation fails inspection, permit expires, work doesn't match approved plans — it's your permit and your problem. Understanding what's being filed is not optional.
Powerwall 3 vs. Powerwall 2: Permit Differences
Tesla introduced the Powerwall 3 in 2024, and it has meaningfully different permit characteristics from the Powerwall 2:

Powerwall Permit Documentation Package
Tesla's installer will prepare a complete permit package. For your own records and to verify completeness, it should include:
- Permit application form — jurisdiction-specific, completed by the installer. Verify your property address and description are correct
- Single-line electrical diagram — for Powerwall 2 standalone, this shows battery → Gateway 2 → main panel connection. For Powerwall 3 with solar, it includes the integrated inverter, solar strings, gateway, and panel. Tesla provides pre-drawn single-line diagrams for certified installers through the Tesla Installer Portal
- Site plan — shows Powerwall location within the property, distance from panel, clearances from combustibles, and (for exterior installs) distance from property lines and openings
- Tesla Powerwall spec sheet — includes UL 9540 listing number, electrical specifications, and mounting requirements. The spec sheet for Powerwall 3 is different from Powerwall 2 — confirm the right one is included
- Tesla Gateway spec sheet — the Gateway (2 for Powerwall 2 systems, integrated in Powerwall 3) is a separate piece of equipment with its own UL listing and must be documented separately in most jurisdictions
- Load calculation — required in some cities (Austin TX, San Antonio TX, and some CA jurisdictions) showing existing service can support the Powerwall addition
What Happens at the Powerwall Inspection
The inspection is the final step between permitted installation and a live, operating Powerwall. The inspector verifies:
- Installation location matches approved plans — if the Powerwall ended up 6 feet to the left of where the site plan showed it, you have a problem
- Gateway is accessible — must be reachable for service, not hidden behind drywall or storage
- Conduit and wiring — all conductors in appropriate conduit, correctly sized for the circuit amperage (typically a 50A or 60A circuit for a single Powerwall)
- Disconnect labeling — the manual disconnect on the Powerwall and any associated disconnects must be labeled per NEC requirements
- Clearances — minimum 3 feet from hot water heaters, furnaces, dryer vents, and other combustion sources. Powerwall 3 requires slightly more clearance than Powerwall 2 due to integrated inverter heat dissipation
- UL 9540 label — visible on the installed equipment, matching what was submitted in the permit package
Powerwall inspections with Tesla Certified Installers pass on the first attempt at a high rate — Tesla's installer training specifically covers inspection preparation. The most common failure point: a minor discrepancy between the approved site plan location and where the Powerwall was actually installed. Always verify the installed location matches the plans before the inspector arrives.
