California Home Battery Permit Overview
California adopted California Building Code Title 24 which incorporates the NEC and adds state-specific amendments. All residential battery storage systems require a permit. California has the most mature home battery permit infrastructure of any state โ driven by the sheer volume of installations.
Two major factors shape California's permit landscape in 2025. First, SolarAPP+ (Solar Automated Permit Processing Plus) is a state-supported platform that enables automated permit approval for qualifying solar and storage systems, often in minutes rather than weeks. California jurisdictions are not required to participate but many have adopted it. Second, NEM 3.0 โ California's current net energy metering tariff โ dramatically reduced export compensation for new solar customers, making battery storage almost economically mandatory for new solar projects. This has driven a surge in storage permits statewide.
SolarAPP+ and How It Changes the Process
SolarAPP+ is a free online platform developed by NREL (National Renewable Energy Laboratory) with California Energy Commission support. Participating jurisdictions accept SolarAPP+ approvals as equivalent to a plan review, dramatically speeding up the permit process.
As of 2025, over 400 California cities and counties participate in SolarAPP+, including Los Angeles, San Jose, Fresno, Riverside, and many Bay Area cities. For qualifying systems, SolarAPP+ can generate a permit approval in minutes that would otherwise take 2โ4 weeks.

NEM 3.0 and Why Storage Is Now Essential in California
California's NEM 3.0 tariff (effective April 2023 for new solar customers) reduced export compensation by roughly 75% compared to NEM 2.0. Under NEM 3.0, solar energy exported to the grid earns far less than the retail rate. This fundamentally changed the economics: solar-only systems now have longer payback periods, while solar + storage systems maintain strong economics by using the stored energy during evening peak-rate periods rather than exporting it.
The result: virtually every new California solar installation now includes or plans to add battery storage. The permit volume for residential battery storage in California has approximately tripled since NEM 3.0 implementation. This has driven permit office improvements but also created backlogs in some jurisdictions.
California Utility Interconnection
California's major IOUs (PG&E, SCE, SDG&E) each require a separate interconnection application for battery systems with export capability. Under NEM 3.0, this process runs parallel to the building permit but must be completed before your system is turned on.
